Our Proposals

Homes England are seeking to rejuvenate this vacant brownfield site by bringing forward an exciting vision that responds to the changing way that people are leading their lives. Our aim is to create a vibrant new community in the centre of Hanham fit for modern, sustainable living.

Across South Gloucestershire 1,353 new homes need to be delivered per year for the next 15 years to keep up with local people’s housing need. South Gloucestershire Council is currently working on a new Local Plan, which will set out where new homes will be delivered in the coming years. One of their aims is to reduce the pressure on greenfield land by bringing forward homes on previously developed (‘brownfield’) sites, like the Anstey’s Road site.

Development objectives for this site

The new Local Plan identifies Hanham as one of the areas that would be suitable for an ‘Urban Lifestyles’ approach. Consistent with the Urban Lifestyles approach, the development objectives for this site are:

  • A varied vibrant new neighbourhood in the centre of Hanham
  • A mix of homes which reflect local need
  • 35% of homes to be affordable
  • New commercial uses which can support Hanham High Street
  • Good pedestrian and cycle links, prioritising walking and cycling
  • As sustainable a development as possible
  • Re-using a brownfield site consistent with planning policy and commercial requirements

Planning for a new development

First, the principles for the site’s development need to be established and agreed with the Council. The principles create a framework within which a potential project can be developed. The public consultation undertaken was about finding out your thoughts about the principles we have put forward.

The principles have been set out in an outline planning application which has been submitted to South Gloucestershire Council. It sets out what we are looking to achieve but flexibility is required because many commercial and policy requirements are to be met. If the outline planning application is approved, the agreed principles will be translated into a more detailed scheme. At which point, a separate planning application is required: the reserved matters application.

At this stage, a more definitive scheme will come forward, comprising details on design, building materials, mix of homes, home types, planting, landscaping, car parking etc. Further public consultation will be undertaken on these aspects at this stage.

Principles for a new development

Setting the overall framework for the outline application:

  • Car access through A, B, C & D
  • Sealtech access to move to New Walk
  • A central public open space
  • Area for homes only and for homes mixed with employment or community space, for example retirement living
  • Pedestrian access
  • Trees to be retained
  • Determine open space and roads

  • Higher buildings towards the centre of the site to address the public square
  • Heights vary from two-storeys up to five-storeys
  • Lower buildings at the site edges

Based on this, the outline application is for:

  • Up to 200 homes, with apartments in the taller buildings and family homes in the lower parts
  • A minimum of 1000 square metres of public open space, including a play area for children
  • A minimum of 650 square metres of commercial or community space, such as a business hub or a nursery

Car parking, gardens and landscaping will all be determined at reserved matters stage.
